ADMINISTRATIVE LAW JUDGE'S RULING
ON INTERVENTIONS
On January 31, 2001, a motion to intervene was filed and served by the City of Huntington Beach. No responses were filed.
On February 5, 2001, a petition to intervene was filed by Arrowhead Mountain Spring Water Company (Arrowhead). The petition was served by electronic mail on January 30, 2001. No responses were filed.
On February 5, 2001, a motion to intervene was filed by Catholic Healthcare West and Memorial Health Services. Also on February 5, 2001, a motion to intervene was filed by Healthcare Association of Southern California. Each motion was served by electronic mail on February 2, 2001. No responses were filed.
Except for Arrowhead's motion, these motions ask for inclusion of more than one person representing each party. The number of persons per party is often limited to one, to reduce the burden of serving pleadings and documents on all parties. That limitation was not applied at the November 17, 2000 prehearing conference, however, with agreement of parties. Moreover, the burden of service is mitigated here by the requirement that respondents and parties serve documents by electronic mail. (December 7, 2000 Ruling, Ordering Paragraph 3.) As a result, several additional persons will be added by this ruling.
IT IS RULED that the motions and petition to intervene are granted, to the extent that the additional appearances and interventions neither expand the scope of the proceeding, nor delay the schedule. The Process Office shall enter the following appearances for the City of Huntington Beach:
