Low Income Oversight Board (LIOB) |
The Low Income Oversight Board (LIOB) will meet to discuss, review, and decide on the following: Introduction and Welcome to new member Kyle Maetani (10 min.). (1) Approval of LIOB meeting minutes from September 15, 2005
(5 min.). (2) Draft Decision of ALJ Weissman approving applications of large energy utilities' 2006-2007 Low Income Programs and Funding as well as new low income energy efficiency program measures for 2006. In this staff-facilitated discussion, LIOB members will have an opportunity to comment on the draft decision. The LIOB's comments and action on the decision will be memorialized and forwarded to the Commission (2.5 hours). (3) Schedule for review of the November 1, 2005 filing of the Standardization Team. (4) Update on SB 580 and an introduction of the materials regarding Water Utility Low-income Assistance Programs (20 min.). (5) Update on planned activities for the Orientation Meeting of the Board planned for February 2006 (20 min.). (6) Suggestions for topics to be discussed in future meetings (20 min.). (7) The Board may also discuss the status of low-income program deployment and the Board's Financial Tracking Report (20 min.).
(8) LIOB members will have an opportunity to comment on the Draft Water Action Plan. The LIOB's comments will be memorialized and forwarded to the Commission (20 min.).

This workshop will be a meeting of the California Natural Gas Stakeholders Working Group, or "NGWG+". Biannual meetings of California natural gas stakeholders were proposed by the California Energy Commission (CEC) in the CPUC's Rulemaking 04-01-025, on behalf of a group of state agencies called the Natural Gas Working Group, which meets regularly to discuss natural gas issues. The purpose of the workshop is to increase the informal dialogue between the California state agencies and parties involved in the natural gas market. The agencies intend to use this information to improve their understanding of important natural gas issues and refine their work agendas for the coming year. The workshop is open to the public. The purpose of this workshop is to discuss the upcoming Resource Adequacy Requirement compliance filings or "RAR showings" which must be filed on January 27, 2005 by all load-serving entities (LSEs). Specifically, the workshop will address the implementation details of the top-down methodology proposed by Mirant/WCP, as adopted in D.05-10-042. Each LSE must demonstrate that it has 90% of the required 115% reserves. Energy Division plans to circulate a straw proposal prior to the workshop. Brandi, seeking disclosure of Commission staff investigative records relating to an electric incident in which Ms. Marchetta Wilson was injured when an underground electric vault exploded on December 22, 2003, in Newport Beach, California.
