On June 20, 2006, the draft decision was filed and served on parties in accordance with Pub. Util. Code § 311(g)(1) and Rule 77.7 of the Commission's Rules of Practice and Procedure. Comments on the draft decision were filed by AReM, CAISO, Calpine Corporation, CMTA/CLECA, Constellation, Cogeneration Association of California, DRA, PG&E, Powerex, SDG&E, SCE, and WPTF. Replies to these comments were filed by AReM, CAISO, Constellation, Mirant, NRG, PG&E, Powerex, SCE, and TURN. We have made certain modifications to the draft decision that were suggested in the comments. Among other things, we have restated the essential elements of a tradable capacity product (Section 3.11) to provide clarification regarding elements that are specific to the standardized capacity product and those that are broadly applicable RAR program requirements. We have also corrected certain drafting errors that were noted in the comments. We have not adopted the proposal by the IOUs to unbundle "system" and "local" attributes of a standard, tradable capacity product.
