PUC APPROVES TEHACHAPI-VINCENT TRANSMISSION PROJECT
TO ENSURE ACCESS TO WIND POWER

SAN FRANCISCO, March 15, 2007 - The California Public Utilities Commission (PUC) today approved Southern California Edison Company's Tehachapi-Vincent Transmission Project to reach remote, high-potential, renewable energy resources.

The PUC authorized Edison to build Segments 2 and 3 of the Tehachapi Renewable Transmission Project to facilitate the delivery of wind resources from the wind-rich Tehachapi area to California electric customers and to prevent overloading of existing transmission facilities. The PUC previously determined there was a need to construct transmission lines to the Tehachapi region to facilitate the Renewables Portfolio Standard goal to have the state's Investor Owned Utilities obtain 20 percent of their power from renewable sources by 2010.

PUC Commissioner Dian M. Grueneich, the assigned Commissioner on the Tehachapi-Vincent case and two other large transmission cases recently voted on by the PUC, commented: "This is the third transmission case approved by the Commission in the first three months of this year. Together, these permits reflect almost a billion dollars of investment in California's energy infrastructure. Both the magnitude of this investment and the Commission process reforms that made these approvals possible send a strong positive signal to the investment community."

Tehachapi-Vincent includes a total of 56.8 miles of new 500/220 kV lines and two new substations. Segment 2 will be a 21.7 mile line connecting the existing Antelope and Vincent Substations in Los Angeles County. Most will be 500 kV energized initially at 220 kV. Segment 3A will be a 25.6 mile 500 kV line (initially energized at 220 kV) connecting the existing Antelope Substation to a new Substation One in Kern County. Segment 3B will be a 9.6 mile 220 kV line connecting new Substation One to a new Substation Two, also in Kern County.

The PUC set a cost cap of $63 million for Segment 2 and $102.1 million for Segment 3.

Segments 2 and 3 are projected to be in-service in early 2010 and will enable delivery of approximately 700 megawatts (MWs) of new generation from Tehachapi when fully energized.

The Antelope-Pardee Transmission line in the Tehachapi area was approved by the PUC on March 1, 2007. When completed, the Tehachapi Renewable Transmission Project will provide 4,500 MWs of capacity from the wind-rich Tehachapi resource area into the LA Basin.

Edison anticipates filing for approval for the rest of the Tehachapi project (Segments 4-11) this summer.
