The California Independent System Operator (CAISO) and the California Public Utilities Commission (CPUC) are co-hosting a Long-Term Resource Adequacy Summit on February 26, 2013 at the Mission Bay Conference Center in San Francisco, California. All stakeholders are welcomed to register for this event.
The summit is intended to educate key decision-makers and stakeholders about the current status of the California energy market construct for long-term resource adequacy and to identify alternatives to the existing framework, based on experience from energy markets in other regions.

SCOPE OF WORKSHOP
On April 5, 2012 Commissioner Mark Ferron issued an Assigned Commissioner Ruling (ACR) that included several new proposals related to the Commission’s review of renewable generation procurement for the RPS Program.  Comments by stakeholders were received on November 20, 2012 and reply comments were received on December 12, 2012.  The intent of the workshop is to discuss each of the procurement reform proposals in the ACR and for stakeholders to provide feedback and recommendations to the Commission after which a Proposed Decision will be issued for further comments.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS

 

Resolution L-446 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division’s investigation of an electric incident that occurred on September 25, 2010 at Bodega Bay, in Sonoma County, California, once the investigation is complete.
On December 21, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure.  Comments shall be served no later than January 14, 2013, and reply comments shall be served no later than January 18, 2                013.
Resolution L-446 will be on the agenda at the January 24, 2013 Commission meeting.  The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order.  Only when the Commission acts does the resolution become binding on the parties.

The Energy Division has prepared Resolution E-4561 for the February 13, 2013 Commission Meeting.   Approve without modification SDG&E’s request to (1) create the new “Net Energy Metering Application for Interconnection for Customers with Solar and/or Wind Only Electric Generating Facilities Greater than 30 Kilowatts Up to 1,000 Kilowatts,” (2) modify the “Net Energy Metering Application and Interconnection Agreement for Customers with Solar and/or Wind Generating Facilities of 30 Kilowatts or Less,” and (3) modify the “Interconnection Agreement for Net Energy Metering Renewable Electric Generating Facilities.”   Notice of this draft has been sent to parties in the service list.
