This workshop is being held pursuant to Assigned Commissioner’s Amended Scoping Memo and Ruling, issued on May 13, 2014 and pursuant to San Diego Gas & Electric Company’s Motion on behalf of the Smart Inverter Working Group’s Phase 2 Communications Issues proposed schedule, filed on July 18, 2014.  

This workshop is a public forum to discuss the Smart Inverter Working Group’s draft Phase 2 Communications Protocols Recommendations document with the intention of verifying where consensus lies and where more deliberation is required. The future Smart Inverter Working Group Phase 2 Communications Protocols Recommendations document may provide guidance to the utilities for future Electric Rule 21 tariff modifications.  Please note that we expect this Workshop to be a highly technical conversation.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE
OF INVESTIGATION RECORDS

 

Resolution L-464 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Safety and Enforcement Division’s investigation of an electrical incident that occurred on August 17, 2012, at Blythe, California.
On October 21 2014, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure.  Comments shall be served no later than November 7, 2014, and reply comments shall be served no later than November 14, 2014.
Resolution L-464 will be on the agenda at the November 20, 2014, Commission meeting.  The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order.  Only when the Commission acts does the resolution become binding on the parties.

The Energy Division has prepared a Draft Resolution O-0054 for the November 20, 2014, Commission Meeting.  This Draft Resolution O-0054 addresses San Pablo Bay Pipeline Company, LLC’s request for approval of its rules and regulations tariff, transportation and related services rates and a subsequent rate increase.  Any questions and comments should be directed to Gregory Reisinger at Gregory.Reisinger@cpuc.ca.gov and Richard Myers at ram@cpuc.ca.gov.

The Safety and Enforcement Division has prepared Resolution ST-170 for the November 20, 2014, Commission Meeting.  The Resolution requires the Angels Flight Railway Company (AFRC) to file a Safety Certification Plan and a Safety Certification Verification Report with the Commission, pertaining to the work done and remaining to be done in relation to the September 2013 derailment and currently open National Transportation Safety Board recommendations.  The Resolution also requires AFRC to seek and be granted formal Commission approval before reinitiating service.  Any questions or comments should be directed to Paul King, Deputy Director – Office of Rail Safety, Safety and Enforcement Division at paul.king@cpuc.ca.gov .
