purpose of this workshop is to provide a forum in which LTPP staff can present
its proposal regarding revisions to the LTPP modeling efforts that were
discussed in a series of technical discussions held from April through June of
2015. The staff proposal covers three topics: 1) developing common
definitions, metrics and standards; 2) identifying standard outputs; and 3)
validating stochastic and deterministic models and making technical
improvements. In addition to providing input during the workshop, parties
will have an opportunity to submit written comments and reply comments after
the workshop.

The Communications Division has prepared Resolution T-17467 Approval of Communications Division Resolution to this Resolution, the California Public Utilities Commission (CPUC or Commission) conditionally grants the request of TracFone Wireless, Inc. (TracFone) (U-4231-C), a wireless reseller doing business as “SafeLink Wireless,” to be designated as an Eligible Telecommunications Carrier (ETC). Additionally, the CPUC conditionally approves TracFone as an authorized California LifeLine Provider to provide discounted pre-paid wireless telephone services to eligible California households throughout California, including service areas of the Uniform Regulatory Framework (URF) carriers and the Small Local Exchange Carriers’ (Small LECs) service areas, but excluding federally recognized Tribal Lands. The effective date of this designation is held until TracFone demonstrates via Advice Letter that unlocked handsets are available for its eligible California LifeLine/Lifeline subscribers. The request is consistent with the Federal Communications Commission’s (FCC) Lifeline requirements, the Commission’s ETC requirements of Resolution T-17002, applicable California LifeLine requirements, and applicable requirements for CPUC wireless registered carriers. We find that the request is reasonable and consistent with the public interest and should be granted to the extent allowed by this Resolution, by August 13, 2015, Commission Meeting. Resolution T-17480 approves funding for the grant application of Race Telecommunications Inc., (U-7060-C) from the California Advanced Services Fund (CASF) in the amount of $2,239,991 for its Gigafy Backus Unserved Broadband Project. The Division of Water and Audits has prepared Proposed Comment Resolution W-5054 for the August 13, 2015, Commission Meeting. Proposed Comment Resolution W-5054 authorizes Del Oro Water Company a quantity surcharge of $0.156 per 100 cubic feet for twelve months in the River Island District and $0.325 per 100 cubic feet for twelve months in the Strawberry District to recover the cost of purchased fuel in excess of that granted in the last general rate case for the period of January 2012 to December 2014. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS
Resolution L-475 authorizes
disclosure of records concerning the California Public Utilities Commission
(Commission) Safety and Enforcement Division’s investigation of a gas pipeline
incident that occurred on April 17, 2015 at Fresno, California, once the
investigation is complete.
On July 27, 2015, the draft resolution was mailed to the service list, pursuant
to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s
Rules of Practice and Procedure. Comments shall be served no later than August
17, 2015, and reply comments shall be served no later than August 21, 2015.
Resolution L-475 will be on the agenda at the August 27, 2015,
Commission meeting. The Commission may then vote on this draft resolution, or
it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of
it as written, amend or modify it, or set it aside and prepare its own order.
Only when the Commission acts does the resolution become binding on the
parties.
