Competitive Solicitations Framework Working Group Final In-Person Meeting in Accordance with the Integrated Distributed Energy Resources Proceeding [IDER | R. 14-10-003]
The Competitive Solicitations Framework Working Group [CSFWG] of this proceeding began reconvening on June 10 after its Status Report filing.  [If you are interested in joining this group or obtaining this meeting’s agenda, please contact Devin Rauss, Project Manager of Regulatory Affairs at SCE, at devin.rauss@sce.com or at (626) 302-4885.]  In anticipation of the Final Report deadline on August 1, 2016, the CSFWG will be meeting on Thursday, July 14 to capture final positions, recommendations, and consensus items of the full group based on the work of each Sub-Team.

Background:  The CSFWG was established to develop a competitive solicitation framework targeting the reliability needs within the areas identified by analysis performed in the Distribution Resources Plan [DRP | R. 14-08-013] proceeding.  The IDER proceeding, in coordination with the DRP proceeding, “is responsible for developing methodologies to determine how distributed energy resources can meet system needs as an alternative to traditional investments, providing justification for meeting those needs with distributed energy resources, defining the services that may be bought and sold to meet the needs, and producing maps that indicate where distributed energy resources should be sourced.”  The CSFWG’s interim Status Report was filed on June 1, 2016.  Since then, the CSFWG determined that establishing seven Sub-Teams to address discrete and overlapping topics would be the most efficient path to achieving the group’s goals by August 1:  1a. Definition of Basic Distribution Services and Attributes, 1b. Resource Performance and Measurement; 2a. Additional Services and Valuation, 2b. Valuation Criteria; 3a. Distribution Loading Order; 3b. Double Counting and Incrementality; 4a. Timeline, 4b. Spectrum of Oversight, 4c. Roles of DRP, DPP, and Linkages; 5. Pro-Forma Contracts (inc. Reliability and Performance Requirements); 6. Customer Outreach; and 7. Multiple LSEs.

Per the requirements of the Clean Energy and Pollution Reduction Act, Senate Bill 350, the California Public Utilities Commission, California Energy Commission and California Air Resources Board, will jointly host a public workshop on July 26, 2016, in Sacramento on topics related to regionalization of the California Independent System Operator, including the development of a governance structure and studies on the environmental and economic impacts of a regional grid operator.

Under the Clean Energy and Pollution Reduction Act, Senate Bill 350, the California Independent System Operator was required to:  (1) prepare governance modifications needed to transform into a regional organization; and (2) conduct one or more studies of the impacts of a regional market enabled by the proposed governance modifications, including overall benefits to ratepayers, including the creation or retention of jobs and other benefits to the California economy, environmental impacts in California and elsewhere, impacts in disadvantaged communities, emissions of greenhouse gases and other air pollutants, and reliability and integration of renewable energy resources.  At the workshop, the California Independent System Operator will present proposed governance modifications and the results of recent regional market expansion studies. The agencies will provide feedback on the studies and consider stakeholder comments provided at the workshop.  All interested parties are invited to attend.  More information and a detailed agenda will follow.

INVESTIGATION RECORDS

 

Resolution L-505 authorizes disclosure of records concerning the California Public Utilities Commission’s (Commission’s) investigation of Southern California Gas Company’s billing practices.

On June 14, 2016 the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure.  Comments shall be served no later than July 5, 2016, and reply comments shall be served no later than July 11, 2016. 

Resolution L-505 will be on the agenda at the July 14, 2016 Commission meeting.  The Commission may then vote on this draft resolution, or it may postpone a vote.

When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order.  Only when the Commission acts does the resolution become binding on the parties.
