range of climate change related topics from the current science, to the Paris
Treaty and the next Intergovernmental Panel on Climate Change report, to the
imperatives of mitigation and adaptation actions. The session will be
introduced and moderated by CPUC Commissioner Liane M. Randolph. A quorum of

The California Public
Utilities Commission (CPUC) will hold its annual Safety En Banc on
October 19, 2016.
The CPUC’s Safety Action Plan, which helps to fully integrate safety in all
aspects of the CPUC’s work, calls for an annual Safety En Banc that
provides for an interactive discussion of utility safety. The 2016 Safety En
Banc is devoted to a discussion of interconnected critical infrastructures,
such as gas, electric, communications, transportation, and water. The En
Banc will explore the manner in which critical infrastructures are
interconnected, such that a disruption in one infrastructure may have cascading
adverse effects in others. The En Banc will include a presentation on
interconnected infrastructures, and small breakout sessions during which
Commissioners and invited stakeholders will discuss different topics related to
interconnected infrastructures.
Although a quorum of Commissioners and/or their staff may be in attendance, no
official CPUC action will be taken at this event. With the exception of the

The 619 area code is
expected to use up all available prefixes by March 2019. To ensure the
availability of numbers in the 619 area code region, the California Public
Utilities Commission (CPUC) has begun the process to consider the introduction
of the 858 area code to the geography now served by the 619 area code. Adding
the 858 area code to the 619 area code is known as a boundary-elimination
overlay, which was proposed by the telecommunications service providers. The
proposed boundary-elimination overlay, pending CPUC approval, will allow all
customers to keep their current phone numbers, including their area code.
These meetings are being held in order to provide more information about the
area code relief activities in the 619 area code region and to solicit comments
from the public. The public is encouraged to voice their opinion by:
1) Attending one of the Local Jurisdiction and Public Meetings scheduled above
in October 2016;

stakeholders and Energy Division to “develop a consensus proposal to streamline
and simplify the direct participation enrollment process, including adding more

The workshop on Residential Fixed
Charges ordered by Decision (D).15-07-001 is set for 1 p.m. on Thursday,
October 13, 2016, at the Commission’s Auditorium, State Office Building, 505
Van Ness Avenue, San Francisco, CA 94102. The workshop is part of the PG&E
General Rate Case II proceeding (A.16-06-013). PG&E will be the
“host” utility for the workshop, but the workshop may also include
participation from San Diego Gas & Electric and Southern California Edison
Company. An agenda for the workshop will be distributed closer to the scheduled
date.
The workshop, or series of workshops, was ordered by D.15-07-001 to address the
following:
a. Which fixed costs are appropriate to collect through a fixed charge?
b. Ensuring that any fixed charge amount treats small and large customers
fairly.

d. Marketing, education and outreach for fixed charges.

On January 28, 2016, the California Public Utilities Commission (Commission) adopted a successor tariff to the current net energy metering (NEM) tariff in Decision 16-01-044. That decision directed Energy Division staff, in collaboration with R.14-07-002 parties, to undertake further consideration of consumer protection measures, including the development of an information packet for customers interested in taking service under the NEM successor tariff. As a first step in the Commission’s further consideration of these issues, the purpose of this workshop will be to identify:
1. Consumer protection issues NEM customers have encountered; and
2. Existing regulation and jurisdiction over consumer protection for NEM customers.

INVESTIGATION RECORDS
Resolution L-510
authorizes disclosure of records concerning the California Public Utilities
Commission (Commission) Safety and Enforcement Division’s investigation of an electrical incident that
occurred at Warner Drive in San Jose, California, on May 21, 2013 once the investigation
is complete.
On September 13, 2016, the draft resolution was mailed to the service list,
pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the
Commission’s Rules of Practice and Procedure. Comments shall be served no later
than October 3, 2016, and reply comments shall be served no later than October
10, 2016.
Resolution L-510 will be on the agenda at the October 13, 2016,
Commission meeting. The Commission may then vote on this draft resolution, or
it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of
it as written, amend or modify it, or set it aside and prepare its own order.
Only when the Commission acts does the resolution become binding on the
parties.

Resolution T-17536 adopts a surcharge rate reduction from 0.464% to 0.00% for the California Advanced Services Fund (CASF) Program effective November 30, 2016, and thereafter, until further revised by the Commission.
