The California Public
Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En
Banc hearing on February 1, 2017. CCAs are local governmental entities
authorized by statute to procure electricity on behalf of their customers,
delivered via the investor-owned utility transmission and distribution system.
CCAs have been expanding and are expected to continue to expand. This creates
regulatory questions including: What entities will be responsible for
electricity procurement, contracting and reliability in the future? Are there
likely to be stranded utility assets? How will CCA expansion impact regulatory
oversight of environmental and public purpose programs? The En Banc
hearing will assemble a diverse panel of experts to consider these and related
issues.

The California Air Resources Board (ARB) will host a webinar to discuss emission factors used for SB 1371 required methane emissions inventory annual reports. The purpose of the meeting is to discuss the various emission factors from the 1996 Gas Research Institute (GRI) / U.S. Environmental Protection Agency (EPA) Study, the 2015 Washington State University led Environmental Science & Technology published article “Direct Measurements Show Decreasing Methane Emissions from Natural Gas Local Distribution Systems in the United States”, and the ARB-funded Gas Technology Institute (GTI) Report entitled “Quantifying Methane Emissions from Distribution Pipelines in California” dated December 2015. Discussions will explore applicability of various emission factors for relevant California natural gas infrastructure for emissions inventory reports. SUMMARY AND PURPOSE OF
WORKSHOP
On January 17 and January 23, 2017, Energy Efficiency Program
Administrators filed their Energy Efficiency Business Plans via application.
These applications in sum request approximately $1 billion in annual funding
for Program Administrators’ energy efficiency programmatic efforts through
2024. This informal question and answer session will allow program
administrators to present a high-level view of their respective Business Plans
to stakeholders and Commissioners. Additionally, program administrators will
be present to field questions from stakeholders and other interested parties as
they complete their initial review of the Business Plans and develop respective
comments that will be filed in February 2017.
This meeting notice is being sent to all parties on the service list of
Rulemaking R. 13-11-005. Additionally, solely for the purposes of Commission's
Ex Parte Communication Requirements, this notice will be deemed a functional
equivalent of the notice pursuant to Commission's Rules of Practice and Procedure,
Rule 8.3 (c)(1) for the proceedings: A.17-01-013,
A.17-01-014, A.17-01-015, A.17-01-016; A.17-01-017; and R.13-11-005.

California Public Utilities Commission staff will host a public
workshop for investor owned utilities to summarize their applications filed
pursuant to requirements established in Senate Bill 350 to accelerate
widespread transportation electrification.
A September 14, 2016 Assigned Commissioner Ruling in R.13-11-007, which was
subsequently ratified by D.16-11-005, required Pacific Gas and Electric
Company, San Diego Gas & Electric Company, and Southern California Edison
Company to submit applications by January 20, 2017, proposing programs that
will reduce dependence on petroleum, meet air quality standards, lower
greenhouse gas emissions, achieve the goals set forth in the Charge Ahead
California Initiative in the Health and Safety Code and be in the interest of
ratepayers. This meeting will offer interested parties a chance to hear about
the utilities’ proposed programs.
Though a quorum of commissioners may be present, no decisions will be made.

The Communications Division has prepared Resolution T-17548 for the February 9, 2017, Commission Meeting. Resolution T-17548 approves funding in the amount of $41,780,141 from the California Advanced Service Fund (CASF) for the grant application of Inyo Networks, Inc. (Inyo) to construct the Digital 299 Broadband Project (Digital 299), which includes both middle-mile and last-mile facilities. The proposed project will provide high-capacity backhaul infrastructure and interconnection points to communities along the California State Route 299 (Highway 299) corridor.
