The workshop will include presentations and discussions on tools
available for the identification of climate impacts to the energy sector, how
certain climate parameters (such as 1 in 10 and 1 in 20 extreme temperature
events) would change in the next few decades and the implications of these
changes for IOUs and POUs, and lessons learned by the participation of IOUs in
climate adaptation research activities supported by the Energy Commission.
Presentations and discussions on practical ways to identify attractive
adaptation options considering deep uncertainty associated with climate change
will also be part of the agenda.
Energy Commission Chair Robert B. Weisenmiller will conduct the meeting jointly with CPUC Commissioner Liane M. Randolph. Other Commissioners from the Energy Commission and the CPUC may also attend and participate in the workshop along with their advisors. Participants of the working group will identify and assess opportunities in which VGI can create value from multiple market participants’ perspectives, communication protocols needed to deliver that value, and concepts for how utilities, automakers, electric vehicle service providers, aggregators, and others can develop pathways to market for a VGI resource.
The working group
will allow participants to review, understand, and discuss the technical
details of existing communication protocols. The recommendations of the working
group will be considered and incorporated in CPUC’s Rulemaking 13-11-007
(and/or the SB 350 Transportation Electrification applications A.17-01-020,
A.17-01-021 and A.17-01-022) and the Energy Commission’s Integrated Energy

The Communications Division has prepared Draft Resolution T-17575 for the August 24, 2017, Commission Meeting. Resolution T-17575, if adopted, modifies rules for the California Advanced Services Fund (CASF) pursuant to Senate Bill (SB) 745. SB 745 modifies the eligibility requirements for Broadband Public Housing Account (BPHA) grants to only publicly supported communities (PSCs) that are “unserved”. SB 745 also extends the date by which remaining funds from the BPHA shall be transferred back to other CASF Accounts from December 31, 2016 to December 31, 2020. In addition, SB 745 changes eligibility requirements for the CASF Rural and Urban Regional Broadband Consortia Account (Consortia Account) and makes modifications to the CASF program reporting requirements.
