were filed in response to Senate Bill 350 (Statutes of 2015, Chapter

electrification applications and proposals of Pacific Gas and Electric Company,
Southern California Edison Company, and San Diego Gas & Electric Company on
local communities, and to gather feedback on community needs in regards to
clean transportation alternatives.
Each meeting will include a presentation by CPUC staff on the utility’s transportation electrification proposals, and the CPUC’s activities regarding transportation electrification. This will be followed by comments by community groups and the public regarding the impact of these projects on local communities. The Physical Security Proceeding (R.15-06-009) is evaluating existing
and proposed protocols, practices, and standards, and as they relate to the
physical security of electric utility assets in California. Workshop IV will
continue to review relevant topics, including how the Senate Bill 699
legislative directive informs the appropriate CPUC response and responsibility
in addressing physical security of California’s distribution system. Workshop
IV is expected to include discussion of a joint-utility proposal to implement
voluntary security and resiliency protocols to carry out the expectations set

Background
The California Public Utilities Commission, California Energy Commission, and other State agencies convened this working group to assess how and whether the adoption of a communications protocol is necessary to enable Plug-In Electric Vehicle-Grid Integration (VGI) resources to more economically participate in electricity markets at scale.
Participants of the working group will identify and assess opportunities in which VGI can create value from multiple market participants’ perspectives, communication protocols needed to deliver that value, and concepts for how utilities, automakers, electric vehicle service providers, aggregators, and others can develop pathways to market for a VGI resource.
The working group will allow participants to review, understand, and discuss the technical details of existing communication protocols. The recommendations of the working group will be considered and incorporated in CPUC’s Rulemaking 13-11-007 (and/or the SB 350 Transportation Electrification applications A.17-01-020, A.17-01-021 and A.17-01-022) and the Energy Commission’s Integrated Energy Policy Report (IEPR) proceeding for future policy decisions. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-546 authorizes the disclosure of records concerning the California Public Utilities Commission Safety and Enforcement Division’s investigation of an electrical incident that occurred at at 801 Avalon Drive, CA on May 5, 2017.
On August 25, 2017, the draft resolution was mailed, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than September 18, 2017 and reply comments shall be served no later than September 23, 2017.
Resolution L-546 will be on the agenda at the September 28, 2017 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.

The Water Division has
prepared Proposed Comment Resolution W-5149 for the September 28,
2017 Commission Meeting. Proposed Comment Resolution W-5149 grants in part
California Water Service Company authority to increase the Safe Drinking Water
State Revolving Fund surcharge rates, get reimbursement for amount advanced by
utility, and to transfer balance in the Lucerne loan number 1 trust account to
the Lucerne loan number 2 trust account.
