This decision responds to the California Court of Appeal’s remand order directing the Commission to
determine whether short run avoided cost (SRAC) prices between December 2000 and March 2001
were correct and consistent with the Public Utilities Regulatory Policy Act of 1978.  This decision
determines that SRAC prices between December 2000 and March 2001 were correct, and that
retroactive application of the SRAC transition formula as adopted in D03-01-067 is not warranted.
