11. Comments on Proposed Decision

The proposed decision of ALJ Cooke in this matter was mailed to the parties in accordance with Public Utilities Code Section 311(d) and Rule 77.1 of the Rules of Practice and Procedure. Comments were filed on November 12, 2002 by SDG&E, the ISO, ORA, SSRC, and Centex and reply comments were filed on November 18, 2002 by SDG&E, ORA, SSRC, and Centex. Modifications to the proposed decision have been made throughout the decision in response to comments.
