XXI. Comments on Proposed Decision

The proposed decision of the ALJ was made available to the parties to this proceeding on November 18, 2003. Comments and reply comments on the proposed decision were filed. Those comments and reply comments have been reviewed and considered, and appropriate changes have been made to the decision.

On November 25, 2003, after the proposed decision was made available, an ALJ ruling was issued directing "PG&E to run its models using the PD's recommendations for the revenue requirement, adjustments, and proposals, and to provide the tables resulting from such runs, together with any explanations of differences that might appear between the PD's recommended rates and PG&E's runs." (ALJ Ruling, November 25, 2003, p. 1.) PG&E filed its response to the ruling on December 3, 2003. The only comments to PG&E's response to the ruling were filed jointly by the California Cogeneration Council (CCC) and Calpine Corporation (Calpine). PG&E's response and the joint comments of CCC and Calpine have been reviewed and considered in the preparation of the tables and workpapers shown in Appendix A of this decision.
