IX. Comments on the Proposed Decision

The proposed decision of ALJ Barnett in this matter was mailed to the parties in accordance with Public Utilities Code Section 311(d) and Rule 77.1 of the Rules of Practice and Procedure. Comments and reply comments have been filed. All comments merely repeat arguments previously made in the briefs of the parties and require no modification of the decision.
