16. Comments on Proposed Decision

The alternate proposed decision of Commissioner Lynch was mailed to the parties in accordance with Pub. Util. Code § 311(e) and Rule 77.6 of the Rules of Practice and Procedure. Comments were filed on January 28, 2004 and reply comments on February 4, 2003 by Southwest Gas and the County of San Bernardino, respectively Parties' comments have been considered and incorporated as appropriate into the body of this order; in particular the Natural Gas Procurement section has been significantly modified to reflect the comments of both parties.
