Categorization and Need for Hearings

In Resolution ALJ 176-3137, dated August 19, 2004, and published in the Commission Daily Calendar on August 20, 2004, the Commission preliminarily categorized this application as ratesetting, and preliminarily determined that hearings were not necessary. Since no protests were filed, this preliminary determination remains correct. Given these developments, it is not necessary to disturb the preliminary determinations made in Resolution ALJ 176-3137.
