II. Background
Tex-Link is a Texas corporation. Its principal place of business is located in San Antonio, Texas. In Application (A.) 05-04-010, Tex-Link requests a certificate of public convenience and necessity (CPCN) under Pub. Util. Code § 10011 for authority to provide (1) resold and limited facilities-based interexchange services statewide, and (2) resold and limited facilities-based local exchange services within the territories of Pacific Bell Telephone Company, Verizon California Inc., SureWest Telephone, and Citizens Telecommunications Company of California, Inc.
