XIV. Additional Requirements for Carriers, and Complaints Against Carriers
Rules 9(b) and (c), 21, 23(c)1 and 37 include provisions concerning complaints and applications that involve highway common carriers, highway permit carriers, cement carriers, express corporations and freight forwarders. These entities are no longer regulated by the Commission. (Stats. 1996, c. 1042.) Accordingly, we propose to amend these rules to eliminate references to the regulation of highway common carriers, highway permit carriers, cement carriers, express corporations and freight forwarders.
