This decision approves the sale and conveyance by PG&E of its streetlight system located within the City of Yuba City. The Commission relieves PG&E of the public duties and responsibilities of owning, operating and maintaining the streetlight system upon transfer and conveyance. This decision authorizes the disposition of the gain on the sale to PG&E's shareholders, subject to the requirement that PG&E file with the Commission the final cost figures for the streetlight system within 90 days of the purchase date of the transaction. I99-07-003 - Order Instituting Investigation on the Commission's own motion to consider the costs and benefits of various promising revisions to the regulatory and market structure governing California's Natural Gas Industry and to report to the California Legislature on the Commission's findings.
This decision considers three contested settlement proposals addressing the promising options raised in D99-07-015 as applied to the Southern California Gas Company natural gas system, and to a lesser extent, the San Diego Gas and Electric Company gas system. Based on the record developed regarding costs and benefits, and the official notice we take of gas prices at the border and at Pacific Gas and Electric Company's citygate in the past few months since the close of the evidentiary hearing, we choose to approve the most modest proposal, the Interim Settlement, with some modifications. The major modification is the rejection of the provision for an automatic expansion of capacity at Wheeler Ridge with rolled-in rates if certain criteria are met. Additionally, based on the evidence in the record, we unbundle core interstate transportation from rates, eliminate core contribution to noncore interstate transition cost surcharges and the core subscription option as well as the caps and thresholds for core aggregation programs. We reduce the core aggregation program threshold, and offer billing options to core aggregators. Finally, we once again urge the Legislature to enact consumer protection legislation for those ratepayers served by core aggregators and other marketers. This proceeding is closed.

This decision dissolves the temporary restraining order imposed by D01-01-046. The Commission does this because both Pacific Gas and Electric Company and SCE have acknowledged their continuing obligation to serve their customers. However, this decision confirms that the utilities continue to retain the financial liability for energy procured to meet their load.

This decision directs PG&E to immediately pay contractors and take all necessary action to implement programs for energy efficiency, low-income assistance, and the AB 970 distributed generation/load control programs. PG&E's failure to comply with a Commission order would violate Sections 2107 and 2108 of the Public Utilities Code. Revenues collected through the public goods charges and all public purpose funding, including low-income assistance, do not belong to PG&E and must be used exclusively for the purposes for which they were intended. We direct PG&E to continue to take all steps necessary to ensure that these funds are properly expended.

A99-09-027- Citizens Telecommunications Company of California, Inc. (CTC-California) and GTE California Incorporated (GTEC). For Authority for GTEC to Sell and Transfer Assets to CTC-California. A99-09-031 - Related matter. This decision authorizes GTEC to sell 26 exchanges to CTC-California. This decision also authorizes GTE West Coast Inc. to sell all six of its exchanges to Citizens Telecommunications Company of the Golden State. The authority granted by this decision is subject to the terms and conditions set forth in Appendix B of this decision. I00-11-002 - Order Instituting Investigation into the adequacy of the Southern California Gas Company's and San Diego Gas & Electric Company's (SDG&E) gas transmission systems to serve the present and future gas requirements of SDG&E'S core and noncore customers.
This decision establishes an interim order changing the curtailment rules in SDG&E's Gas Tariff Rule 14 for firm noncore service which exempts cogenerators and firm commercial and industrial noncore customers from the curtailment protocol and administrating curtailments to electric generation customers on a pro rata basis.

A01-02-015 - Southern California Gas Company (SoCalGas).
Application requesting emergency temporary tariff deviations for its core service and its core subscription service, respectively. This decision grants the wholesale customers of SoCalGas (Long Beach, San Diego Gas & Electric, and Southwest Gas) to elect core subscription rates for its core customers. The rates for those core customers would be reduced by about 19 to 22 cents/therm. The rates for SoCalGas core customers would increase by about 6 to 8 cents/therm. This decision modifies qualifying income levels for gas and electric California Alternative Rates for Energy (CARE) and Low-Income Energy Efficiency eligibility, and increases CARE discount for low-income gas and electric customers.

A00-04-031 - Southern California Gas Company.
For authority to sell its storage field in Montebello. This decision reviews an amended all-party settlement filed on May 3, 2001, which recommends withdrawal and sale to the market of the working gas and cushion gas at Montebello, salvage of other utility property, sale of the abandoned site, and specific ratemaking adjustments. This decision also reviews the final mitigated negative declaration, which concludes that this proposal will not result in significant impacts on the environment.
