II. Background

In prior decisions, we authorized the provision of competitive interexchange services by carriers meeting specified criteria. In addition, we authorized the provision of competitive local exchange service, by carriers meeting specified criteria, within the service territories of Pacific Bell Telephone Company (Pacific), Verizon California Inc. (Verizon), Roseville Telephone Company (RTC), and Citizens Telecommunications Company of California, Inc. (CTC).

Applicant, a Nevada limited liability company, seeks authority to provide limited facilities-based and resold interexchange services as a nondominant interexchange carrier (NDIEC), and limited facilities-based and resold local exchange services as a competitive local carrier (CLC) throughout Pacific, Verizon, RTC and CTC's service territories.

Applicant's principal place of business is located at 577 Second Street, Suite 101, San Francisco, California 94107.
