V. Comments on Proposed Decision

Pursuant to Rule 77.1, the proposed decision of the ALJ was mailed to the parties on September 24, 2002. Comments on the proposed decision, as well as reply comments, were filed. All of the comments have been considered, and appropriate changes have been made to the decision.
