Applicants and interested parties should be afforded an opportunity to comment on this proposed decision. The 30-day period following the filing and

service of a proposed decision before the Commission acts should not be reduced or waived.

The draft decision of the Administrative Law Judge in this matter was mailed to the parties in accordance with § 311(g)(1) of the Pub. Util. Code and Rule 77.7 of the Rules of Practice and Procedure. There were no filed comments.
