Findings of Fact

1. Notice of the application was published in the Commission Daily Calendar on October 11, 2000. There are no unresolved matters or protests; a public hearing is not necessary.

2. Caltrans requests authority, under Public Utilities Code Section 1201-1205, to widen the existing SR 101 Camarillo OH/SEP and to replace (remove and relocate) the existing Camarillo POH at separated grades over UP's Coast Main Line tracks in Camarillo, Ventura County.

3. The widening of Camarillo OH/SEP and relocation of Camarillo POH are necessary to widen SR 101 to an 8-lane freeway. The proposed improvements require widening of the Camarillo OH/SEP in both directions to accommodate eight mixed-flow lanes, auxiliary lanes and outside shoulders.

4. Public convenience, necessity and safety require widening of Camarillo OH/SEP and relocation of Camarillo POH.

5. Caltrans is the lead agency for this project under CEQA, as amended.

6. The Commission is a responsible agency for this project, and has reviewed and considered the lead agency's Final EIR and EA.
