Because we do not approve the transaction at issue at this time, no review under the California Environmental Quality Act (CEQA) is required. (CEQA Guideline 15270(a).) If and when we approve the sale of the subject property, we will make the requisite findings as a responsible agency under CEQA, as the City of San Juan Capistrano prepared an EIR on Whispering Hills' entire development project, and the Capistrano Unified School District prepared two Addendums to the City's EIR.¹⁵ (CEQA Guideline 15050(b).)
