OPINION ADOPTING FINAL ARBITRATOR'S REPORT

WITH MODIFICATION

1. Summary

We affirm the results adopted in the Final Arbitrator's Report (FAR), with modification, and approve the resulting arbitrated Interconnection Agreements (ICA) between Global NAPs, Inc. (GNAPs) and Pacific Bell Telephone Company

(Pacific) and between GNAPs and Verizon California Inc. (Verizon), as modified by this order. Within 30 days of the date of this order, parties shall jointly file and serve signed, complete Interconnection Agreements that conform to the decisions herein. This proceeding is closed.
