3. Discussion

We are now very close to meeting our goal. The Draft Decision (DD) of Commissioner Wood was filed and served on March 16, 2001, and it is on the Commission's agenda for the meeting of March 27, 2001. The DD examines existing and proposed programs in great detail. It recommends important improvements to interruptible tariffs and rotating outage programs designed to improve the reliability of California's electric system for Summer 2001. It carefully considers necessary conditions to accompany reinstatement of the opt-out or change in firm service level provision in SCE's tariffs.

In the event that the DD is not adopted and effective by March 31, 2001, however, we must continue the temporary suspension adopted in D.00-10-066. We do so by this order.
