5. No Hearings Required

The Commission preliminarily determined that a hearing would be needed in this proceeding.8 By Assigned Commissioner's Ruling dated March 2, 2001, Commissioner Wood adopted a procedural approach that would not require evidentiary hearings. We have considered our preliminary determinations in this matter and the Assigned Commissioner's ruling, and find that a hearing is not needed to address the compliance and rapid deployment issues addressed in today's decision.
