This is the draft decision of Administrative Law Judge (ALJ) Cooke regarding certification of the Final Environmental Impact Report. Pursuant to Rule 77.7(f)(8), the Commission may reduce or waive comments on this decision.
The ALJ has determined that comments with the scope of Rule 77.7 may prove useful to the Commission. Accordingly, such comments may be filed and served no later than May 14, 2001 and reply comments may be filed and served no later than May 21, 2001.

The Final Environmental Impact Report (FEIR) is certified as the Environmental Impact Report (EIR) for the project which is the subject of this application and is certified for use by responsible agencies in considering subsequent approvals for the project, or for portions thereof.
