Unless otherwise directed, all courier-delivered documents submitted for filing as part of the formal record in a proceeding should be hand-carried directly to the Commission's Docket Office, Room 2001, 505 Van Ness Avenue in San Francisco; Suite 500, 320 West 4th Street in Los Angeles; or Room 4006, 1350 Front Street in San Diego. All documents sent through the mail for formal filing should be addressed ONLY to the Commission's Docket Office, Room 2001, 505 Van Ness Avenue, San Francisco, CA 94102.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.
In compliance with Public Utilities Code Section 311.5, parties who wish to subscribe to receive draft agenda items may do so by writing to the Public Utilities Commission; Attention: Poly Arca, Room 1003, 505 Van Ness Avenue, San Francisco, CA 94102, or by calling (415) 703-1798. The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. You may also order a partial agenda package (energy agenda items only or telecommunication agenda items only) at the cost of $500 per year. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier.
In addition, the Commission will make draft agenda items available for viewing and photocopying (at 20 cents per page) at the Commission's Central Files Office (Room 2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and Sacramento field offices. Since the agenda package will be mailed to these locations, it will be available at these locations a day or two after the distribution date. These locations will not receive agenda items that are not ready on the distribution date.
If an agenda item is held over to a subsequent Commission meeting, that agenda item and any revisions to that agenda item that were available on the morning of the initial Commission meeting (as well as any further available revisions) will be mailed in the Escutia package for the subsequent Commission meeting; the item and its revisions will also be available for viewing and photocopying in the Commission's Central Files Office and field offices as set forth above.
Intervenors who have a financial hardship determination pending or granted shall be eligible to receive draft agenda item packets at no charge.
The cost to receive the agenda only, without copies of draft agenda items, remains at $75 per year.

In compliance with the Commission's Decision (D.) 01-12-009 issued December 11, 2001 in the Underground Electric and Communication Facilities Rulemaking Proceeding
R.00-01-005, the California Public Utilities Commission's Energy Division posts and serves electronically this notice of a public workshop it will sponsor to facilitate input on the design of a standardized data reporting mechanism. The workshop will be hosted by SDG&E as shown above and allow participants to discuss and make recommendations on elements to be incorporated in the data collection and reporting system. The goal of the data tracking and standardized reporting is to allow the utilities, the Commission, and interested parties, to track the safety, service reliability, and lifetime cost for both overhead and underground projects and make valid and reliable comparisons between systems.
A data tabulation template drafted by the respondent electric utilities is attached to this notice. The template will be the basis of discussion at the workshop.
Within ten days after the workshop, we invite parties to submit and serve a position statement, discussing why their proposed data collection and reporting system are important to future public policy on undergrounding.

Penetration Rates for CARE and ULTS Programs |

Pursuant to the January 14, 2002 Assigned Commissioner's Ruling, the Public Utilities Commission's Energy Division will hold a public workshop to facilitate public input on the penetration rates for CARE and ULTS programs. The Commission intends to have a consistent reporting of the percentage of eligible customers that participate in the low income programs across utilities in both the energy and telephone industries. The workshop will allow participants to further discuss and make recommendations on methodological issues, how to effectively update the current energy utility method, and how to develop comparable penetration rates under the ULTS program.

Draft Resolution Authorizing Disclosure of Commission Consumer Services Division (Utilities Safety Branch) Records Pursuant to Public Records Act Request by David Beach of the Law Offices of David F. A draft resolution (L-296) by the Legal Division authorizing disclosure of the Utilities Safety Branch's investigative report concerning Incident No. EIR20001107-01, is scheduled for consideration on the March 21, 2002 Commission meeting agenda. The Commission may vote on this resolution at that time, or it may postpone a vote. The Commission may adopt all or part of L-296, amend or modify it, or set it aside and prepare a different resolution.
On February 22, 2002, the draft resolution was circulated to the requesting party and the subject utility, Pacific Gas & Electric, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
The Commission will consider the draft resolution at its March 21, 2002 meeting. Interested parties may file comments on the draft resolution, and may file replies to comments. Also present were David Gamson, advisor to Cmmr. Brown, Les Guliasi, Director of Regulatory Relations, and Mark Huffman and Christopher Warner, Attorneys, for PG&E, as well as other parties listed on the sign-in sheet attached to the notice. Huffman noted that for PG&E there is no possibility of any tax ratemaking issues until the Commission authorizes PG&E to recover its currently unrecovered electric power purchase costs. Huffman argued that the PD should be modified to not use recorded costs; instead the Commission should adopt the forecasted costs already presented by the utilities. Huffman also noted that the PD is not clear on how procurement will be handled and suggested that the Commission should defer significant action on procurement until the conclusion of the Procurement Order Instituting Investigation. Huffman also stated that while PG&E agrees with the PD's conclusion that it would not be possible to conduct a review of plant Operation and Maintenance (O&M) activities, this conclusion should not be used to disallow some of PG&E's incurred O&M costs. Huffman also noted that there are errors in a number of the values used in the PD, as well as omissions of significant issues. Warner addressed incentive ratemaking for the at Diablo Canyon Power Plant by outlining how that ratemaking has resulted in the plant operation at a very high capacity factor.
