To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
SUBSCRIPTION INFORMATION
Subscription Notice for Draft Agenda Items
In compliance with Public Utilities Code Section 311.5, parties who wish to subscribe to receive draft agenda items may do so by writing to the Public Utilities Commission; Attention: Poly Arca, Room 1003, 505 Van Ness Avenue, San Francisco, CA 94102, or by calling (415) 703-1798. The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. You may also order a partial agenda package (energy agenda items only or telecommunication agenda items only) at the cost of $500 per year. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier.
In addition, the Commission will make draft agenda items available for viewing and photocopying (at 20 cents per page) at the Commission's Central Files Office (Room 2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and Sacramento field offices. Since the agenda package will be mailed to these locations, it will be available at these locations a day or two after the distribution date. These locations will not receive agenda items that are not ready on the distribution date.
If an agenda item is held over to a subsequent Commission meeting, that agenda item and any revisions to that agenda item that were available on the morning of the initial Commission meeting (as well as any further available revisions) will be mailed in the Escutia package for the subsequent Commission meeting; the item and its revisions will also be available for viewing and photocopying in the Commission's Central Files Office and field offices as set forth above.
Intervenors who have a financial hardship determination pending or granted shall be eligible to receive draft agenda item packets at no charge.
The cost to receive the agenda only, without copies of draft agenda items, remains at $75 per year.

The California Public Utilities Commission's Division of Strategic Planning will conduct a workshop to help write new rules for the Deaf and Disabled Telecommunications Program (DDTP).
Background: The California Legislature passed Senate Bill 669 in 1999 that:
1) Creates the DDTP Administrative Committee as an advisory board for the CPUC to help develop, implement, and administer programs providing telecommunications services and equipment to the deaf or disabled, and
2) Requires funds for the DDTP be held in the State Treasury (instead of a bank trust fund as is currently done).
This proceeding, known as Rulemaking 00-05-001, is intended to develop procedures to carry out the requirements of SB 669. This rulemaking is aimed at:
Ensuring that the DDTP has adequate administrative authority and resources to "carry out the programs pursuant to the commission's direction, control, and approval" (Public Utilities (P.U.) Code Section 278(a)(1)),
Reviewing the DDTPAC's structure to ensure that it achieves "appropriate representation by the consumers of telecommunications services for the deaf and disabled," as SB 669 requires (P.U. Code Section 278 (a) (2)), and,
Implementing the changes in financial administration that SB 669 requires.
Ground Rules for this Workshop:
The atmosphere at the workshop will be informal. However, a court reporter will record the Workshop and a transcript will be available at a later time. Only if needed will the moderator impose time limits for speakers and other control measures.
2) The workshop will explore the issues raised in the Order Instituting Rulemaking (OIR), (see ftp://ftp.cpuc.ca.gov/gopher-data/agenda/r0005001.pdf), issues presented by the assigned ALJ, and other specific topics raised by participants. The workshop participants are asked to explore and evaluate all the items on the agenda, not merely iterate or defend a position.

Investigation 98-12-013 seeks information on the Pacific Gas and Electric Company power outage that occurred December 8, 1998. The investigation will consider whether the Commission should enter any orders to ensure that a similar outage does not occur again. Parties have agreed to a series of workshops to consider recommendations for the prevention of a future such outage. This workshop is an opportunity to discuss resolution of recommendations, identification of unresolved recommendations, and the process for preparation of a Final Workshop Report. The dates and times for subsequent workshops will be discussed and confirmed at each workshop. Workshop dates will also be listed in the Commission's Daily Calendar to the extent possible. The County's representatives expressed support for the ALJ's decision. The County stated that, if the transaction was approved, it would put the ratepayers in the position of receiving service from an inexperienced, unregulated operator in a deregulated market without the benefit of the Commission oversight. The County expressed concern regarding the lack of democratic governance of the acquiring entity and the negative financial impact resulting from loss of revenues to local public entities. The County noted that the acquiring entity was put together without sufficient legal scrutiny. The County further expressed concern that the application was not fully supported by documentation. Finally, the County raised concern that the newly proposed change in governance did not necessarily provide for representation of all of the ratepayers in the area to be served. The ORA expressed the belief that all issues can be successfully dealt with by an amended application. Roseburg supported the comments of PacifiCorp and Nor-Cal. | |
