Charge for Commission Documents

To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

SUBSCRIPTION INFORMATION

Subscription Notice for Draft Agenda Items

In compliance with Public Utilities Code Section 311.5, parties who wish to subscribe to receive draft agenda items may do so by writing to the Public Utilities Commission; Attention: Poly Arca, Room 1003, 505 Van Ness Avenue, San Francisco, CA 94102, or by calling (415) 703-1798. The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. You may also order a partial agenda package (energy agenda items only or telecommunication agenda items only) at the cost of $500 per year. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier.
In addition, the Commission will make draft agenda items available for viewing and photocopying (at 20 cents per page) at the Commission's Central Files Office (Room 2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and Sacramento field offices. Since the agenda package will be mailed to these locations, it will be available at these locations a day or two after the distribution date. These locations will not receive agenda items that are not ready on the distribution date.
If an agenda item is held over to a subsequent Commission meeting, that agenda item and any revisions to that agenda item that were available on the morning of the initial Commission meeting (as well as any further available revisions) will be mailed in the Escutia package for the subsequent Commission meeting; the item and its revisions will also be available for viewing and photocopying in the Commission's Central Files Office and field offices as set forth above.
Intervenors who have a financial hardship determination pending or granted shall be eligible to receive draft agenda item packets at no charge.
The cost to receive the agenda only, without copies of draft agenda items, remains at $75 per year.

Pursuant to the Commission issued Decision (D.) 99-05-030, SDG&E has filed Application (A.) 00-06-051 to request approval of evaluative criteria for its distribution performance-based ratemaking (PBR) mechanism. The Energy Division has scheduled an informational workshop to "develop appropriate monitoring and evaluative criteria that can be expressed in measurable terms for a comprehensive review." SDG&E's proposed evaluative criteria will be considered in the workshop, as will the proposals of other parties. Proposals of other parties should be submitted to Laura Lei Strain no later than 5:00 p.m. Wednesday, October 13, 2000. Public Utilities Commission (Commission) Decision (D.) 00-08-020, dated August 3, 2000, ordered staff to convene a workshop to discuss the proposals presented in Order Instituting Investigation (OII.) 99-07-001 to revise the formulas by which the Commission ranks projects for the Grade Separation Priority List. Staff has established a procedure to afford parties an opportunity to raise issues regarding the revisions of the formulas. Marking Products, Inc., Complainant, vs. AT&T Communications of California, Inc., Defendant; Final Presiding Officer's Decision

Marking Products, Inc., an Oklahoma-based supplier of store products, alleges that it acquired an 800 number as one of the assets it purchased from another firm, and that AT&T Communications of California, Inc. (AT&T) improperly transferred that number back to the original subscriber. AT&T alleges that a transfer of the number to Marking Products never took place, and that, pursuant to its tariffs, AT&T was bound to honor the transfer request of the principal account holder. Complainant has failed to show by a preponderance of the evidence that AT&T violated any law or any Commission rule or order. The complaint is denied.

August 11, 2000 Letter from the Executive Director of the Deaf and Disabled Telecommunications Program requesting modification to the Settlement Agreement and Release entered into by the Deaf and Disabled Telecommunications Program Administrative Committee and MCI WORLDCOM on June 25, 1998. Request to have MCI WORLDCOM produce an instructional video in American Sign Language rather than in an Asian Language, as is required in the Settlement.

October 4, 2000 Letter request from the Deaf and Disabled Telecommunications Program Administrative Committee (DDTPAC) by the Executive Director of the Deaf and Disabled Telecommunications Program for authorization of an increase of the current $1.09 reimbursement rate paid to providers of the California Relay Service(CRS) to $1.29. Also requested is: 1) elimination of the requirement of CRS providers to spend at least $200,000 in outreach programs to CRS consumers annually, 2) elimination of the requirement for CRS providers to employ an in-state account manager, 3) addition of a requirement that 711 access to CRS be provided in California no soon than October 1, 2001, and 4) extension of the term of the CRS Master Agreement with Sprint to 4/11/2002.

Wood, at the offices of the Public Utilities Commission. Among other participants, also present were: Mona Petrochko of Enron and Peter Bray of The New Power Company, members of, and Alan Comnes of MRW & Associates, advisor to, ARM. Mona Petrochko urged the Commission to adopt the Neeper revised alternate proposed decision (RAPD), with modifications, presented in ARM's comments. Petrochko said that the RAPD is consistent with the direction given by the Commission in the 1998 rate adjustment proceeding decision. Petrochko also indicated that the energy equivalent corollary to the Power Exchange Credit for the natural gas business, brokerage fee, would range between 26 and 38 cents per MWh. Petrochko stated that the RAPD falls within that comparable range. Comnes provided rebuttal to the criticisms of ARM's study on technical matters. Bray stated that The New Power Company is anxiously watching the Commission's decision as an important factor as to whether the company will enter the California market.
