The California Public Utilities Commission (CPUC) will be hosting a Technical Conference on behalf of the Federal Energy Regulatory Commission (FERC) on November 6, 2003 from 10:00 a.m. to 5:00 p.m. in the CPUC's auditorium. The conference is one in a series of technical conferences to discuss with states and market participants in each region issues associated with the wholesale market design discussed in FERC's Standard Market Design proposal released in July, 2002 and FERC's subsequent 'White Paper' issued on April 28, 2003.
Selected panelists will be invited to participate in the conference; requests to make presentations are not being entertained. All interested persons may attend the conference, and registration is not required. In-person attendees are encouraged to register on-line at

Additionally, Capitol Connections offers the opportunity for remote listening of the conference via Real Audio or a Phone Bridge Connection for a fee. Joint Meeting of California Energy Commission, Consumer Power and Conservation Financing Authority and California Public Utilities Commission |

The Energy Resources Conservation and Development Commission (CEC), the Consumer Power and Conservation Financing Authority (CPA), and the PUC will hear from the public and discuss implementing the Energy Action Plan. Particular focus will be given to Actions I and II: Optimize Energy Conservation and Resource Efficiency and Accelerate the State's Goal for Renewable Generation. No decisions will be made at this public meeting. There will not be simultaneous audio cast of this meeting.

NOTICE OF RESOLUTION TO DISCLOSE INVESTIGATIVE REPORT
Draft Resolution Authorizing Disclosure of Commission Consumer Services Division (Utilities Safety Branch) Records Pursuant to a Subpoena by Timothy Smith, Esq., on behalf of Timothy Fielding, seeking disclosure of Commission staff investigative records relating to a trench collapse on September 16, 2001 at Dry Creek Road, Rio Linda, California (Incident No. GIR20010916-01).
A draft resolution (L-306) by the Legal Division authorizing disclosure of the Utilities Safety Branch's investigative report concerning Incident No. GIR20010916-01, is scheduled for consideration on the October 30, 2003 Commission meeting agenda. The Commission may vote on this resolution at that time, or it may postpone a vote. The Commission may adopt all or part of L-306, amend or modify it, or set it aside and prepare a different resolution.
On September 30, 2003, the draft resolution was circulated to the requesting party and the subject utility, Pacific Gas and Electric Company, pursuant to Public Utilities Code
Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
The Commission will consider the draft resolution at its October 30, 2003 meeting. Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by October 20, 2003, at the address set forth below. Reply comments must be filed by October 27, 2003. Commenters must also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the
e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 77.7.) Parties may view comments at the Commission's San Francisco Office.
