The Rural Low-Income Energy Appliance Testing Workshop is designed to solicit public discussion on alternatives for the provision of infiltration--reduction measures and combustion appliance testing in low-income rural homes that use an investor-owned utility (IOU) fuel for heating and non non-IOU combustion fuels for other appliances. The purpose of the Energy Low-Income Programs Needs Assessment Study Workshop is to solicit public input on the in-progress Energy Low-Income Programs Needs Assessment Study. In its Regular Meeting, from 4-6 pm, the Low Income Oversight Board (LIOB) will meet to discuss, review and decide on: approval of previous minutes; election of officers; LIOB financial tracking report; review recent CPUC rulings including but not limited to the Joint ACR/ALJ Ruling, dated October 21, 2003; Setting a Prehearing Conference And Requesting Comments On San Gabriel's Tariffs And Options For Water Utilities To Offer Rate Relief To Low-Income Persons; discuss pending CPUC orders and potential LIOB comments on any draft orders; new business; and agenda planning for future meetings.
A Notice Letter with more information about these meetings will be served on the service list in rulemaking R01-08-027 and Rulemaking R98-09-005, and will be posted on the Commission's and the LIOB's websites.

The California Public Utilities Commission (CPUC) and the California Energy Commission (CEC) will be hosting a Joint Workshop entitled "Natural Gas Market Outlook, 2006-2016" at the State Building Main Auditorium located at 455 Golden Gate Avenue in San Francisco. The workshop will address California's future natural gas needs and we are seeking speakers from industry, consumer groups, staff of governmental agencies or other interested parties. The workshop is not intended to be a formal proceeding, but will be informative on very important issues to California. The staffs of the CPUC and the CEC have prepared an agenda for the topics to be discussed at this workshop. The agenda can be found on the CPUC and the CEC's websites. The CPUC and CEC staff are currently soliciting speakers to participate on each of the panels and are hoping to have a cross-section of speakers representing various perspectives of the industry, consumer groups, government agencies and other interested parties. The workshop will be open to the public. Based upon what we learn at this workshop, the CPUC intends to issue an Order Instituting Rulemaking or an Order Instituting Investigation in early 2004, which would address some of the matters discussed at the workshop and would culminate by the end of the year with a decision affecting natural gas supply and infrastructure issues for California investor-owned energy utilities under the CPUC's jurisdiction. The CEC staff will use this information to update their natural gas outlooks and provide a foundation for future energy policy recommendations to the CEC that can be considered in future updates to the Integrated Energy Policy Report. Both agencies are conducting this effort to help implement the previously adopted Energy Action Plan.

This is the second in a series of workshops designed to inform the Commission about setting the energy-saving goals and long-term policy framework for energy efficiency in California. Discussion will focus on the barriers energy users face in fully utilizing energy efficiency measures and thus achieving potential energy savings. The CPUC would also like to hear about possible ways to overcome these barriers. CPUC will select workshop presenters from the organizations and individuals that file comments by December 5th. The workshop is open to the public and will include time for discussion and comments and as such, the CPUC encourages all interested groups to attend. Participants are likely to include small businesses, local governments, commercial and industrial businesses, manufacturers, retailers and residents. All interested groups are encouraged to file pre- and post-workshop comments, regardless of their ability to attend the Workshop on December 15. The Telecommunications Division has prepared Resolution T-16785 for the December 4, 2003, Commission Agenda. This resolution grants Eden I & R, Inc. authority to use the 2-1-1 abbreviated dialing code to provide information and referral services to Alameda County. The draft resolution of the Telecommunications Division in this matter was mailed to parties in accordance with PUC Code Section 311 (g)(1).

Patterson placed the Southwest Gas Corporation's (Southwest) general rate case in the context of other significant utility rate increases that County residents are facing or have recently faced. Panzino described the hardships that the extreme spikes in natural gas rates during the winter of 2000-2001 inflicted on the citizens of the County. Panzino stated that the County has continued to participate actively in Southwest rate proceeding in order to ensure that Southwest's rates are not higher than necessary. Beach summarized the County's concerns with the proposed decision of ALJ DeBerry (PD), and asked that the PD be revised to discuss fully the distinct position that the County took on all five of the material issues that it addressed. | |

Also present was Rick Morrow, Vice President, Customer Service for Major Markets, SoCalGas; and Jeff Hartman, Director, Energy Markets and Capacity Products, SoCalGas, participated by telephone. Katz stated that a petition for modification to essentially vacate the decision approving the comprehensive settlement agreement (CSA) is pending. Katz explained that the CSA establishes a system of firm tradable transmission rights and that the value of a statewide system of firm rights for energy consumers remains. Morrow pointed out that under the CSA, SoCalGas is at risk for throughput, but that is contrary to the post-crisis policy encouraging conservation. Morrow pointed out that the parties seem incapable of reaching agreement on what modifications, if any, should occur with respect to the CSA to reflect changed circumstances. | |
