The workshop will address California's future natural gas needs and we are seeking speakers from industry, consumer groups, staff of governmental agencies or other interested parties. The workshop is not intended to be a formal proceeding, but will be informative on very important issues to California. The staffs of the CPUC and the CEC have prepared an agenda for the topics to be discussed at this workshop. The agenda can be found on the CPUC and the CEC's websites. The CPUC and CEC staff are currently soliciting speakers to participate on each of the panels and are hoping to have a cross-section of speakers representing various perspectives of the industry, consumer groups, government agencies and other interested parties. The workshop will be open to the public. Based upon what we learn at this workshop, the CPUC intends to issue an Order Instituting Rulemaking or an Order Instituting Investigation in early 2004, which would address some of the matters discussed at the workshop and would culminate by the end of the year with a decision affecting natural gas supply and infrastructure issues for California investor-owned energy utilities under the CPUC's jurisdiction. The CEC staff will use this information to update their natural gas outlooks and provide a foundation for future energy policy recommendations to the CEC that can be considered in future updates to the Integrated Energy Policy Report. Both agencies are conducting this effort to help implement the previously adopted Energy Action Plan.

This is the second in a series of workshops designed to inform the Commission about setting the energy-saving goals and long-term policy framework for energy efficiency in California. Discussion will focus on the barriers energy users face in fully utilizing energy efficiency measures and thus achieving potential energy savings. The CPUC would also like to hear about possible ways to overcome these barriers. CPUC will select workshop presenters from the organizations and individuals that file comments by December 5th. The workshop is open to the public and will include time for discussion and comments and as such, the CPUC encourages all interested groups to attend. Participants are likely to include small businesses, local governments, commercial and industrial businesses, manufacturers, retailers and residents. All interested groups are encouraged to file pre- and post-workshop comments, regardless of their ability to attend the Workshop on December 15. The Telecommunications Division has prepared Resolution T-16785 for the December 4, 2003, Commission Agenda. This resolution grants Eden I & R, Inc. authority to use the 2-1-1 abbreviated dialing code to provide information and referral services to Alameda County. The draft resolution of the Telecommunications Division in this matter was mailed to parties in accordance with PUC Code Section 311 (g)(1).

Draft Resolutions M-4810 and M-4811 will be placed on the Commission Meeting Agenda of December 18, 2003. Resolution M-4810 adopts level of Utilities Reimbursement Account Fees for fiscal year 2003-04. Resolution M-4811 adopts level of Transportation Reimbursement Account Fees for fiscal year 2003-04.

Summary: LATE FILED. On November 10, 2003, Richard Smith, Deputy Director of the Office of Ratepayer Advocates (ORA), participated in an all-party meeting with Cmmr. Wood in San Francisco. Also present were Jonathan Lakritz, advisor to Cmmr. Wood, Darwin Farrar, counsel, and Lee-Whei Tan, Regulatory Analyst V, for ORA, William Nusbaum, attorney for The Utility Reform Network, Paul Strange and Michael Sasser for Pacific Bell Telephone Company (Pacific), and Randolph Deutsch, counsel for AT&T. Smith expressed ORA's overall support for the proposed decision (PD) of ALJ Kenney in Phase 2A of the New Regulatory Framework with certain modifications. With respect to Phase 2B, Smith expressed support for the PD of ALJ Thomas. Farrar discussed Pacific's failure to cooperate with discovery and noted that the alternate decision (AD) provides little incentive for Pacific to cooperate with the Commission investigations. ORA noted that both the PD and AD were right when they stated that the Commission is not bound by General Accepted Accounting Principle. ORA also pointed out that the AD would result in double-cost recovery of the Local Number Portability/Local Competition Implementation Cost. Finally, ORA observed that AD's treatment of the Intrabuilding cable amortization is not reasonable. | |
