This Workshop on Costing Issues will address Phase 1 of this proceeding as described in the ALJ Ruling issued 11/26/03 in this proceeding. The goals of the workshop will be to define issues, explore areas of controversy, and work toward common understandings or agreement where possible. The workshop will focus on cost issues.

Per Assigned Commissioner's Ruling (ACR) in Rulemaking 01-08-027, the Energy Division has scheduled the following workshop with Avista Utilities, Alpine Natural Gas Company, Bear Valley Electric Service Company, PacifiCorp, Sierra Pacific Power Company, Southwest Gas Corporation and West Coast Gas Company to examine issues related to the SMJUs' accounting and reporting methods of the California Alternate Rate for Energy (CARE) and Low-Income Energy Efficiency (LIEE) programs. The workshop will discuss reporting requirements for both programs.

A draft resolution (TL-19036) of the Consumer Protection and Safety Division that increases the household goods carrier maximum rates contained in Maximum Rate Tariff 4 will be on the January 8, 2004 Commission meeting agenda. Cragg stated the backbone level rate creates an incentive for existing customers to duplicate PG&E's facilities to connect to the backbone. Cragg noted that the backbone creates an incentive for generators and noncore customers to construct laterals to the backbone parallel to the existing PG&E pipelines, and that this is incredibly disruptive to affected communities. Cragg noted that if the Commission would really like to create incentives for electric generators and non-core customers to build laterals to the backbone, it should consider making the utilities' rights of way available for construction. | |
