D03-06-032 directs Working Group 2 of the Demand Response rulemaking (R02-06-001) to develop a pilot, pilots or consider other alternatives to test two-part Real Time Pricing (RTP) tariff design features. This will be the fifth workshop in the working group process of exploring the concept of two-part RTP. The specific focus for this workshop are RTP policy issues. Per Assigned Commissioner's Ruling (ACR) in Rulemaking 01-08-027, the Energy Division has scheduled the following workshop with Avista Utilities, Alpine Natural Gas Company, Bear Valley Electric Service Company, PacifiCorp, Sierra Pacific Power Company, Southwest Gas Corporation and West Coast Gas Company to examine issues related to the SMJUs' accounting and reporting methods of the California Alternate Rate for Energy (CARE) and Low-Income Energy Efficiency (LIEE) programs. The workshop will discuss reporting requirements for both programs.

The Low Income Oversight Board (LIOB) will meet to discuss, review and decide on:
approval of previous minutes; election of officers; LIOB financial tracking report; review recent CPUC rulings; a Needs Assessment Study update; and CARE and LIEE Program Updates. The primary focus of the meeting will be for developing a LIOB recommendation on LIEE program deployment in rural areas where the home is heated with an IOU fuel but there are combustion appliances in the living space that use a non-IOU fuel source (including but not limited to, propane cooktops and water heaters). LIOB will also review recent CPUC rulings, discuss pending CPUC orders and potential LIOB comments on any draft orders, the development of water utility low-income programs, new business, and agenda planning for future meetings.
A Notice Letter with more information about these meetings will be served on the service list in rulemaking R01-08-027 and Rulemaking R98-09-005, and will be posted on the Commission's and the LIOB's websites.
