Members of the Energy Commission, Power Authority, and Public Utilities Commission will meet to discuss the Energy Action Plan, with specific emphasis on: 1) accelerating the state's goal for renewable resources; 2) upgrading and expanding the electricity transmission and distribution infrastructure; and 3) promoting customer and utility owned distributed generation.

The Water Division is hosting a continuation Workshop on February 10, 11, 18, 19, 24, and 25, 2004 to solicit public input on the need for modification of the Rate Case Plan for Class A Water Utility General Rate Applications (Commission Decision 90-08-045).
The purpose of the workshop is two fold:
To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
To discuss the necessary components of an interim rate case plan schedule for year 2004.

This is the third workshop related to cost issues in the Community Choice Aggregation Rulemaking (R03-10-003). The focus of this workshop is to discuss the preliminary modeling results of the Cost Responsibility Surcharge (CRS). At this workshop, parties will have the opportunity to provide further input towards the development of the CRS. The goals of the workshop will be to work toward common understandings or agreement where possible and identify remaining issues, in preparation for CRS testimony and hearings in this proceeding.

Per Assigned Commissioner's Ruling (ACR) in Rulemaking 01-08-027, the Energy Division held a workshop with Avista Utilities, Alpine Natural Gas Company, Bear Valley Electric Service Company, PacifiCorp, Sierra Pacific Power Company, Southwest Gas Corporation and West Coast Gas Company on January 26, 2004 at the Commission. The workshop examined issues related to the SMJUs' accounting and reporting methods of the California Alternate Rate for Energy (CARE) and Low-Income Energy Efficiency (LIEE) programs. A follow-up workshop is scheduled for March 5, 2004 to continue these discussions and review reporting requirements proposals submitted by the SMJUs to the Energy Division.

NOTICE OF RESOLUTION TO DISCLOSE INVESTIGATIVE REPORT
Draft Resolution Authorizing Disclosure of Commission Consumer Services Division (Utilities Safety Branch) Records Pursuant to a Public Records Act Request by Dennis Sherwin, Esq., on Behalf of Ronak Kotecha, Seeking Disclosure of Commission Staff Investigative Records Relating to an Explosion in a Southern California Edison Company Vault on May 11, 2003 in Norwalk, California Dry Creek Road in Rio Linda, California. (Incident No. EIR E20030511-02).
A draft resolution (L-310) by the Legal Division authorizing disclosure of the Utilities Safety Division's investigative report concerning Incident No. EIR E20030511-02, is scheduled for consideration on the March 16, 2004 Commission meeting agenda. The Commission may vote on the resolution at that time, or it may postpone a vote. The Commission may adopt all or part of L-310, amend or modify it, or set it aside and prepare a different resolution.
On February 13, 2004 the draft resolution was circulated to the requesting party and Southern California Edison Company, the service list for Resolution L-310, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
The Commission will consider the draft resolution at its March 16, 2004 meeting. Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by February 27, 2004, at the address set forth below. Reply comments must be filed by March 10, 2004. Commenters must also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 77.7.) Parties may view comments at the Commission's San Francisco Office.
