In the Matter of the Application of SOUTHERN CALIFORNIA WATER COMPANY (U 133-W), for an order authorizing it to increase rates for water service by $19,826,100 or 29.72% in the year 2003; by $6,327,800 or 7.31% in the year 2004; and by $6,326,200 or 6.81% in the year 2005 in its Region III Service Area and increased rates for the General Office Allocation in all of its Customer Service Areas in this Application including: Arden-Cordova, Bay Point, Clearlake, Los Osos, Ojai, Santa Maria, Simi Valley and Metropolitan.
The oral argument in the above-entitled matter may be held before a quorum of the Commission and Administrative Law Judge David Fukutome.

The Water Division is hosting a continuation Workshop August 25 and 26, 2004; September 14, 29, and 30, 2004; and October 20 and 21, 2004, to solicit public input on the need for modification of the Rate Case Plan for Class A Water Utility General Rate Applications (Commission Decision 90-08-045).
The purpose of the workshop is two fold:
To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
To discuss the necessary components of an interim rate case plan schedule for year 2004.
For your information, the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications can be found on the Commission website at

The Low Income Oversight Board (LIOB) will meet to discuss, review and decide on: Approval of previous minutes; LIOB financial tracking report; review recent CPUC rulings; Implementation of Family Electric Rate Assistance Program (FERA) a Needs Assessment Study update, Status of Rapid Deployment, and an update on LIEE program deployment in rural areas where the home is heated with an IOU fuel but there are combustion appliances in the living space that use a non-IOU fuel source Review of Air conditioning for zone 10. LIOB will also review recent CPUC rulings, discuss pending CPUC orders and potential LIOB comments on any draft orders, the development of water utility low-income programs, new business, and agenda planning for future meetings.
A Notice Letter with more information about these meetings will be served on the service list in rulemaking R.04-01-006 (the current proceeding for low-income energy programs, formerly R01-08-027), and will be posted on the Commission's and the LIOB's websites.

Tomcala explained that the Commission should maintain its current equal-cents-per-kilowatt hour allocation method. Huffman stated that the current allocation method is equitable. Cherry stated that it was inappropriate for the Commission to change its cost allocation policy through SCE's petition for modification. Cherry indicated the negative impact on PG&E customers from reallocating more than $1.2 billion in bond charges over the 20-year life of the bonds. | |
