These workshops will address the following resource adequacy issues:
1. Phase-in
(a) of 115% PRM (by 1/1/08)
(1) starting point
(2) interim benchmarks
(b) of 90% year ahead forward contracting obligation (implement for 2007 per FOF 19)
2. DWR contracts
(a) implementation of FOF 22 ("full credit and value") per 2/13 ruling on workshop scope
(b) allocation to LSE's for purposes of 90% requirement
3. Tagging
(a) capacity market generally within context of RA showing
(b) SVMG straw proposal
4. Load Forecasting
(a) Procedures for determining which energy efficiency, demand response, and distributed generation programs should be assumed to be "committed" and how impacts are included within load forecast/ definition of "committed" resources
(b) In light of procedures discussed in (a), discuss demand response programs as load reduction or supply resource (at an earlier workshop the ISO suggested that we decide after we know the "hours" and stated that if it (presumably the hours) matches, then ISO is okay with it reducing demand, if it doesn't match then ISO would treat it as supply for that # of hours). Now that we have the number of hours for energy limited resources per ISO circulation on 5/13, should this issue be discussed again?
5. TENTATIVE - Local deliverability
[This topic will be included on 5/26 if the ISO is able to circulate the historical data by 5/20 to the parties. ISO, please contact me to discuss this.]
(a) review of historical data from must offer calls - specifically looking at why units are called (limited only to those described as "chronic" at 5/5 workshop)

The Water Division is hosting a continuation Workshop August 25 and 26, 2004; September 14, 29, and 30, 2004; and October 20 and 21, 2004, to solicit public input on the need for modification of the Rate Case Plan for Class A Water Utility General Rate Applications (Commission Decision 90-08-045).
The purpose of the workshop is two fold:
To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
To discuss the necessary components of an interim rate case plan schedule for year 2004.

This alternate to draft resolution T16818 differs from the proposed resolution in one significant way: It affirms and maintains the Telecommunications Division's policy as adopted in previous resolutions to use the "non-recurring burden test" to permit the discounting or waiver of non-recurring charges when the service provided covers costs. As a consequence, this resolution does not trigger immediate $56 million in price increases for SBC's telecommunications services which were approved previously through use of the "burden test" is available at the Commission's web site:
