California Public Utilities Commission |
BACKGROUND
Public Utilities Code Section 761.3 establishes a process for the adoption and implementation of maintenance and operations standards for many of the electric power plants that serve California. First, the California Electricity Generation Facilities Standards Committee (Committee) adopts and revises the standards. Then, the California Public Utilities Commission (Commission) implements and enforces the standards adopted by the Committee. Various generating facilities including many nuclear, publicly owned, and qualifying facilities are exempt from maintenance and operations standards. (See Public Utilities Code Section 761.3(d), (h) for further details.)
For more information on the Commission's proceeding to implement these standards, please see the California Public Utilities Website:
http://www.cpuc.ca.gov/proceedings/R0211039_doc.htm.
October 27TH MEETING
At the meeting on October 27th, the Committee will consider adoption of revised Operations Standards and recommended Guidelines. Revised Operations Standards and recommended Guidelines will be posted on the Committee website prior to the Committee Meeting. You can reach this website by clicking on the Committee link at the lower left of the Commission webpage at

Southern California Edison Company (U 338-E), Regarding the Future Disposition of the Mohave Generating Station. |
Summary: On October 12, 2004, Marc Joseph, attorney for the Coalition of California Utility Employees (CUE), met with Cmmr. Lynch in San Francisco and, on the same day, had a telephone conversation with Cmmr. Lynch. Joseph stated that the Commission should use a carrot and stick approach, finding continued operation of Mohave and the required expenditures in the public interest, and requiring Edison to take all reasonable steps to resolve all outstanding issues precluding continued operation in order to recover any unamortized investment in Mohave at the end of 2005. Joseph also recommended that Edison be required to report bi-monthly on its progress. Joseph explained that a certificate of public convenience and necessity was not necessary, and that Public Utilities Code Section 455.5 authorized limiting recovery of unamortized costs. | |
