The Energy Division will hold a public workshop on the Low Income Energy Efficiency Impact Evaluation Report. The study was commissioned to: 1) investigate the methods for estimating savings relating to the energy education component of the program; 2) review impact evaluation strategies and approaches for estimating measure level savings in the context of the LIEE program to inform future evaluations; and 3) to estimate impacts of the LIEE program during program year 2002.
A Notice Letter with more information about this meeting will be served on the service list in rulemaking R04-01-006 and will be posted on the Commission's and the LIOB's websites.

The purpose of the workshop is two fold:
1. To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
2. To discuss the necessary components of an interim rate case plan schedule for year 2004.

Order Instituting Investigation into Implementation of Assembly Bill 970 Regarding the Identification of Electric Transmission and Distribution Constraints, Actions to Resolve Those Constraints, and Related Matters Affecting the Reliability of Electric Supply.
The workshop concerning Tehachapi area transmission development in the above-entitled matter is scheduled per
D04-06-010 (issued June 10, 2004) directing a collaborative study group be convened to prepare the comprehensive development plan for phased expansion of transmission capability in the Tehachapi area, that Southern California Edison Company is directed to file in this proceeding within nine (9) months of the effective date of this decision (by March 9, 2005).
Agenda will include Planning Subgroup and other Subgroup reports, discussion of Milestones progress and past due date for additional study Alternatives, and considering an additional meeting to return to the original schedule.

BACKGROUND
Public Utilities Code Section 761.3 establishes a process for the adoption and implementation of maintenance and operations standards for many of the electric power plants that serve California. First, the California Electricity Generation Facilities Standards Committee (Committee) adopts and revises the standards. Then, the California Public Utilities Commission (Commission) implements and enforces the standards adopted by the Committee. Various generating facilities including many nuclear, publicly owned, and qualifying facilities are exempt from maintenance and operations standards. (See Public Utilities Code Section 761.3(d), (h) for further details.)

Rulemaking to Set Hourly Rates for Purposes of Calculating Intervenor Compensation Awards, Pursuant to Public Utilities Code Section 1801 and Following, for Work Performed in Calendar Year 2005. The workshop in the above-entitled matter will be held before Administrative Law Judge Steve Kotz.
The Telecommunications Division has prepared Resolution T-16892, tentatively scheduled to be included on the
