The Water Division is hosting a continuation workshop to solicit public input on the need for modification of the Rate Case Plan for Class A Water Utility General Rate Applications (Commission Decision 90-08-045).
The purpose of the workshop is two fold:
1. To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
2. To discuss the necessary components of an interim rate case plan schedule for year 2004.

Order Instituting Investigation into Implementation of Assembly Bill 970 Regarding the Identification of Electric Transmission and Distribution Constraints, Actions to Resolve Those Constraints, and Related Matters Affecting the Reliability of Electric Supply.
The workshop concerning Tehachapi area transmission development in the above-entitled matter is scheduled per
D04-06-010 (issued June 10, 2004) directing a collaborative study group be convened to prepare the comprehensive development plan for phased expansion of transmission capability in the Tehachapi area, that Southern California Edison Company is directed to file in this proceeding within nine (9) months of the effective date of this decision (by March 9, 2005).
Agenda will include Planning Subgroup and other Subgroup reports, discussion of Milestones progress and past due date for additional study Alternatives, and considering an additional meeting to return to the original schedule.

BACKGROUND
Public Utilities Code Section 761.3 establishes a process for the adoption and implementation of maintenance and operations standards for many of the electric power plants that serve California. First, the California Electricity Generation Facilities Standards Committee (Committee) adopts and revises the standards. Then, the California Public Utilities Commission (Commission) implements and enforces the standards adopted by the Committee. Various generating facilities including many nuclear, publicly owned, and qualifying facilities are exempt from maintenance and operations standards. (See Public Utilities Code Section 761.3(d), (h) for further details.)

Rulemaking to Set Hourly Rates for Purposes of Calculating Intervenor Compensation Awards, Pursuant to Public Utilities Code Section 1801 and Following, for Work Performed in Calendar Year 2005. The workshop in the above-entitled matter will be held before Administrative Law Judge Steve Kotz.
The Telecommunications Division has prepared Resolution T-16892, tentatively scheduled to be included on the

Summary: On October 14, 2003, Sabrina Chaw, Manager of Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with Julie Fitch, advisor to Cmmr. Peevey, in San Francisco. Also present were Donna Barry, Team Lead, and Mark Huffman, Attorney, for PG&E. Chaw pointed out that a proposed decision was recently issued in Southern California Edison's 2004 ERRA proceeding, where the ALJ concluded that the case was not a traditional reasonableness review. Barry noted that a final decision on the 2005 ERRA forecast has become contingent on receiving a final decision in the 2004 proceeding. With respect to the issues anticipated to be resolved in the 2004 ERRA forecast proposed decision, Chaw summarized PG&E's position that it is simply implementing the ongoing CTC calculation in accordance with Commission decisions. Huffman pointed out that D02-11-022 adopted the total portfolio methodology for direct access customers, and that other decisions adopted the statutory methodology for customer departing load. Chaw stated that in the 2004 ERRA, MUNIs are essentially relitigating legal and policy decisions in these prior direct access suspension decisions. Chaw noted that PG&E was pleased to see the recent draft resolutions approving its 2003 Quarterly Transaction Advice Letter filings. | |
