Order Instituting Investigation into Implementation of Assembly Bill 970 Regarding the Identification of Electric Transmission and Distribution Constraints, Actions to Resolve Those Constraints, and Related Matters Affecting the Reliability of Electric Supply.
The CPUC, in collaboration with staff from the Energy Commission, hereby schedules a staff workshop in Phase 8 of this proceeding to consider reforms to the Transmission Ranking Cost Report component of the Renewables Portfolio Standard program.
Parties are free to suggest additions to the list of issues that was circulated on December 23, 2005 by email to the current service list. Please reply by email to Dan Adler at

At the Pre-Hearing Conference held on January 14, 2005, the assigned Administrative Law Judge, ALJ McKenzie, directed that a workshop be held on January 28 to explore and resolve issues raised in protests to the utilities' applications. The issues include, but are not limited to: (1) the extent to which reliability may be impaired as a result of increasing load on utility systems in the summer of 2005, and possible means of mitigating those concerns; (2) whether the utilities' proposed incentives contribute to margin, or instead negatively impact other ratepayers; and (3) whether the increased capital costs and operation and maintenance costs associated with the proposals for additional line extension incentives will, in the future, have to be borne by other ratepayers. At the workshop, participants will have the opportunity to identify positions, respond to opposing proposals, and propose remedies or approaches to develop workable incentives with positive gains for the other ratepayers. In Decision (D.) 03-07-028, as modified by D03-08-076, D04-11-014, and D04-12-059, the Commission imposed a Cost Responsibility Surcharge (CRS) on Municipal Departing Load (MDL) within the service territories of Pacific Gas and Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company, but deferred issues relating to the billing and collection of the MDL CRS for further consideration. On December 23, 2004, the assigned Administrative Law Judge issued a ruling ordering a technical workshop to be held on January 31, 2005 for purposes of identifying positions and seeking consensus on process and procedures for billing and collection of MDL CRS. At the workshop, participants will have the opportunity to identify positions, respond to opposing proposals, and propose remedies or approaches to satisfy the billing and collection requirements set forth in the above-referenced decisions. The Commission has scheduled this workshop to solicit public input in storm and electric reliability issues; namely, the definitions of Excludable Major Event, Major Outage, and Measured Event, as well as the restoration performance standard included in Standard 12 of General Order (GO) 166.
Energy Division will summarize any pre-workshop comments that reach us by January 31, 2005, and make them available before or at the workshop to facilitate progress at the day of the workshop. Summarized comments to facilitate discussions will not be attributed to any party in order to encourage a broad and open discussion.
Attendees are to email confirmation of plans to attend this workshop to David K. Lee by January 31, 2005, if possible; include each attendee's name, title and company.

Decision 04-09-022 states that the CPUC should coordinate with the California Energy Commission to examine gas quality issues in a technical workshop. This workshop will address the natural gas quality specification issues that were raised in Order Instituting Rulemaking (R.) 04-01-025, and certain issues presented in the California Energy Commission's 2003 Integrated Energy Policy Report, docket number 04-IEP-1. This workshop is to be conducted jointly under the auspices of California Public Utilities Commission and California Energy Commission, with the collaboration of Air Resources Board and California Department of Conservation - Division of Oil, Gas, and Geothermal Resources.
Audio from this workshop will be broadcast over the Internet and comments and presentations will be posted on both CPUC's and CEC's web sites:
www.cpuc.ca.gov and
www.energy.ca.gov/webcast/.
Participants desiring to make a presentation are requested to contact the CPUC and Energy Commission, as indicated below, by February 7, 2005, and provide copies of their presentations by February 15, 2005, so they can be loaded on the CPUC's and Energy Commission's websites for remote viewing. Participants are encouraged to provide their presentations in a PowerPoint or equivalent format to: David Effross, at

Resolution T-16895 recommends a budget of $66.8 million for Fiscal year 2005-2006 for the Deaf and Disabled Telecommunications Program and grants the Executive Director the authority to enter into contracts to expand and extend captioned telephone service.

Summary: On January 12, 2005, William Booth for California Manufacturers & Technology Association met with David Gamson, advisor to Cmmr. Brown, and Pres. Peevey in two separate meetings in San Francisco. Julie Fitch, advisor to Pres. Peevey, participated in the meeting with Pres. Peevey. Also present was Keith McCrea for California Large Energy Consumers Association. Booth and McCrea discussed the assigned commissioner's ruling issued on December 8, 2004. Booth and McCrea expressed their concerns about the need for mandatory CPP programs for the upcoming summer and explained that many of the largest customers engaged in manufacturing and process industries were not in a position to shift load. Booth stated that any proposal to terminate the interruptible program would be detrimental to maintaining system reliability. McCrea emphasized that the largest customers over 500kW tended to have flatter loads and that demand response programs would be directed at customer classes which drive the peak. | |
