Summary: On May 3, 2005, Sabrina Chaw, Manager, Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with David Gamson, advisor to Cmmr. Brown, and Julie Fitch, advisor to Pres. Peevey, in two separate meetings in San Francisco. At the meeting with Julie Fitch also present was Rami Kahlon, advisor to Pres. Peevey. Gail Slocum, Attorney, PG&E, also participated in these meetings. Chaw stated that PG&E supports the alternate decision, sponsored by Cmmr. Kennedy. Slocum stated that Public Utilities Code Section 451 supports Commission consideration of air quality benefits in determining whether Low Emissions Vehicles (LEV) programs should be approved. Slocum emphasized that all LEV programs have been found to provide safety, reliability, and cost reduction benefit. However, Slocum noted that if air quality benefits are found in an LEV program, the Commission should not use air quality benefits as a reason to deny funding for that particular program. During the meeting with Julie Fitch, Slocum added that PG&E does not oppose eliminating the NGV balancing account, once the LEV costs begin to be recovered in PG&E's distribution revenue requirement in its General Rate Case. However, Slocum noted that PG&E assumes that the balancing account remains in place, unless the decision orders the elimination of the account. | |
