Summary: On July 5, 2005, Grant Kolling, Senior Assistant City Attorney for the City of Palo Alto (City), met with Julie Fitch, advisor to Cmmr. Peevey, in San Francisco. Written materials (attached to the notice) were used. The City requested that D05-06-029 be modified to exempt Palo Alto from the cost allocation for Pacific Gas and Electric Company's Self-Generation Incentive Program (SGIP). The City representatives explained that Palo Alto is a municipal utility that provides both gas and electric service to its retail customers. The City representatives stated that the decision reverses long-standing Commission policy with respect to wholesale customers and has no support in the evidentiary record of the case, because all of the parties that addressed that issue testified that wholesale customers should be exempt from the SGIP cost allocation. | |
