The California Public Utilities Commission (CPUC) and the Energy Resources Conservation and Development Commission (Energy Commission) will jointly:
· Review the electric supply/demand outlook for the summer 2005 and beyond
· Discuss the 2003 Energy Action Plan update
· Discuss the 2005 Energy Action Plan
· Discuss the status of the Energy Commission's Integrated Energy Policy Report and CPUC's procurement Proceeding
· Discuss other current energy events, and topics of joint interest
· Public comments
A final agenda for the meeting will be available on both the CPUC (
www.cpuc.ca.gov) and Energy Commission (
www.energy.ca.gov) web sites. Documents and presentations for the meeting will also be posted on these web sites as they become available.
No decisions will be made at this public meeting. A quorum of Commissioners from the CPUC may be present. Any person who wishes to address the members may do so by signing up at the start of the meeting. Public comments will be invited but may be limited depending upon the final agenda and time constraints of the members.

The Consumer Protection and Safety Division staff will conduct a workshop for R05-02-023, pursuant to ALJ Walker's ruling in the pre-hearing conference. The workshop will consider whether to add Proposed Rule 94 to General Order 95. Proposed Rule 94 is intended to establish uniform construction standards for attaching wireless antennas to jointly used poles and towers in this state. Order Instituting Rulemaking on the Commission's Own Motion to Assess and Revise the Regulation of Telecommunications Utilities.
The workshop in the above-entitled matter will be held before Administrative Law Judge Jacqueline A. Reed.
NOTICE OF RESOLUTION TO DISCLOSE INVESTIGATIVE RECORDS
Draft Resolution L-320 authorizes disclosure of Commission Consumer Services Division (Utilities Safety Branch) records pursuant to a records request by Ms. Knutson, seeking disclosure of Commission staff investigative records relating to an electric incident in which Mr. Kevin Knutson was killed while working on a Pacific Gas and Electric Company transmission line in San Luis Obispo County, California, on January 13, 2004.
Draft Resolution L-320 will be on the agenda at the Commission's August 25, 2005 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On July 26, 2005, the draft resolution was circulated to the Resolution L-320 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by August 16, 2005 at the address set forth below. Reply comments must be filed by August 21, 2005. Commenters may also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 77.7.) Parties may view comments at the Commission's San Francisco Office.

Carroll noted that the proposed alternate decision (AD) of Cmmr. Kennedy with respect to economic development rates is vague in terms of the proposals to be adopted by the Commission. Carroll specified that most parties agree that the Commission should adopt the Joint Utility Proposal and revisions to the AD are necessary to reflect that.
