The purpose of this workshop is to discuss plans and proposals for local resource adequacy requirements. The workshop will be held on Wednesday, February 8, 2006 at 10:00 a.m. and Thursday, February 9, 2006 at 10:00 a.m. in the Commission Hearing Room A, 505 Van Ness Avenue, San Francisco, California. The workshop is being held to promote a better understanding of the California Independent System Operator's Local Capacity Technical Analysis, as well as the proposals for local resource adequacy filed on January 24, 2006, in response to the Commission's directive in Decision 05-10-042. The workshop will include discussions of possible alternatives to, and variations of, the proposals. It will also include a more in-depth discussion of need for evidentiary hearings. The workshop will address staff proposals for reporting and compliance and provide an opportunity to take public comment on the proposals. Energy service providers and community choice aggregators are encouraged to participate. Energy Division plans to circulate its proposals prior to the workshop. NOTICE OF RESOLUTION TO DISCLOSE INVESTIGATIVE RECORDS
Draft Resolution L-327 authorizes disclosure of Commission Consumer Services Division (Utilities Safety Branch) records pursuant to records requests by Tawnya D. Ruiz seeking disclosure of Commission staff investigative records relating to an electric incident in which Mr. Timothy John Ruiz was killed on November 5, 2002, when he was electrocuted while working on a San Diego Gas & Electric Company transmission tower, number Z96238, in Kearney Mesa, California.
Draft Resolution L-327 will be on the agenda at the Commission's January 26, 2006 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On December 23, 2005, the draft resolution was circulated to the Resolution L-327 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by January 16, 2006 at the address set forth below. Reply comments must be filed by January 23, 2006. Commenters may also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the email address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 77.7.) Parties may view comments at the Commission's San Francisco Office.
