Unless otherwise directed, all courier-delivered documents submitted for filing as part of the formal record in a proceeding should be hand-carried directly to the Commission's Docket Office, Room 2001, 505 Van Ness Avenue in San Francisco; Suite 500, 320 West 4th Street in Los Angeles; or Room 4006, 1350 Front Street in San Diego. All documents sent through the mail for formal filing should be addressed ONLY to the Commission's Docket Office, Room 2001, 505 Van Ness Avenue, San Francisco, CA 94102.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.
In compliance with Public Utilities Code Section 311.5, parties who wish to subscribe to receive draft agenda items may do so by writing to the Public Utilities Commission; Attention: Poly Arca, Room 1003, 505 Van Ness Avenue, San Francisco, CA 94102, or by calling (415) 703-1798. The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. You may also order a partial agenda package (energy agenda items only or telecommunication agenda items only) at the cost of $500 per year. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier.
In addition, the Commission will make draft agenda items available for viewing and photocopying (at 20 cents per page) at the Commission's Central Files Office (Room 2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and Sacramento field offices. Since the agenda package will be mailed to these locations, it will be available at these locations a day or two after the distribution date. These locations will not receive agenda items that are not ready on the distribution date.
If an agenda item is held over to a subsequent Commission meeting, that agenda item and any revisions to that agenda item that were available on the morning of the initial Commission meeting (as well as any further available revisions) will be mailed in the Escutia package for the subsequent Commission meeting; the item and its revisions will also be available for viewing and photocopying in the Commission's Central Files Office and field offices as set forth above.
Intervenors who have a financial hardship determination pending or granted shall be eligible to receive draft agenda item packets at no charge.
The cost to receive the agenda only, without copies of draft agenda items, remains at $75 per year.

Recent events have raised concerns about the adequacy of the natural gas infrastructure in California to serve all gas demand in the state, both in the near-term and the long-term. To begin to address these concerns, the Commission's Energy Division has scheduled a workshop to gather information on and obtain analyses of the status of California's natural gas transmission and storage capacity, and the adequacy of that capacity to deliver gas to customers in California in the coming years. Pacific Gas and Electric Company (PG&E), Southern California Gas Company (SoCalGas), and San Diego Gas and Electric Company have been requested to make available at this workshop appropriate personnel and data to address the status of the capacity their respective gas systems and the adequacy of those systems to meet gas demands of customers on their systems. Utilities should be prepared to address the current capability of their systems to meet gas demand, and to provide their analysis of the future adequacy of their systems to meet gas demand in the near-term (over the next year), mid-term (two to five years) and long-term (over five years).
The informational workshop is open to all interested parties and any member of the public. Representatives of interstate pipelines and natural gas storage fields are encouraged to attend. If other parties are interested in making short presentations, they may arrange to do so by contacting the Energy Division.

Revised Draft Resolution Confirming Staff's Authority to Suspend the Effectiveness of Advice Letter Filings of Tariff Changes
A revised draft resolution (M-4801) by the Executive Division confirming staff's authority to suspend the effectiveness of advice letter filings of tariff changes will be on the April 19, 2001 Commission meeting agenda. This revised draft resolution also ratifies staff's suspension of advice letters prior to its effective date. The Commission may vote on this resolution at that time, or it may postpone a vote until later. When the Commission votes on M-4801, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare a different resolution.
An initial draft resolution was circulated to all gas, electric, telephone, water, sewer system, pipeline, and heat utilities subject to General Order 96-A, pursuant to Public Utilities Code Section 311(g) and Rule 77.7 of the Commission's Rules of Practice and Procedure. Interested parties were permitted to file comments by January 29, 2001. Commenters were not required to serve their comments on the roughly 1,700 parties on the draft resolution service list, and no provision was made for the filing of reply comments. Rule 77.7 generally provides for the service of comments on all parties on a draft resolution service list, and for the filing of reply comments, except as "otherwise directed" by the Commission division issuing the draft resolution. Since the division issuing the draft resolution directed that comments need only be filed with the Commission, and not served on the 1,700 party service list, and made no provision for reply comments, the draft resolution was circulated for comments in accord with the Commission's Rules of Practice and Procedure. In response to comments received, the draft resolution was substantially revised to provide additional guidance to staff regarding the circumstances in which advice letters should be suspended, to require notice of suspensions, and to explain in greater detail the timing of suspensions.
Southern California Edison Company, Pacific Gas and Electric Company, Southern California Gas Company, and San Diego Gas & Electric Company requested in a March 20, 2001 letter to the Commission's Executive Director the opportunity to review the comments filed with the Commission and file reply comments, and the opportunity to review and comment upon the revised draft resolution. Although not required to do so by law or by the Commission's Rules of Practice and Procedure, the division issuing the draft resolution believes it is in the public interest to post the comments received on the initial draft resolution, and the revised draft resolution, on the Commission's internet site, and to allow parties to file reply comments responding to previously filed comments, and/or to file comments on the revised draft resolution.

Parties need not serve reply comments, or comments on the revised draft resolution on the entire Resolution M-4801 service list. Parties need only serve parties who filed comments on the initial draft resolution; provide a telephone number, and an e-mail address, if one is available, for posting on the Commission's internet site; and provide copies to all who request them. In accord with Rule 77.7 (c) and (d), reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. Comments shall focus on factual, legal or technical error in the revised draft resolution. Parties may review copies of comments at the Commission's San Francisco Offices during normal business hours.
Parties may file reply comments responding to comments filed on the revised draft resolution. An original and 2 copies of reply comments to comments on the revised draft resolution must be filed with the Legal Division by Thursday, April 12, 2001.
